No, the frame weight of shape elements has to be the same on all  
edges. What you can do is create custom borders with Creator Border  
Editor (as long as all you want are rectangles and don't need the  
ability to add text or contents to them). You could also try using a  
single-cell table, since they can have different frame weights (and  
colors) for all 4 sides.
