PDF text is screened (halftoned)

Hi,
I've searched the archives and couldn't find anything related to "pdf" and
either "halftone" or "screened" that relates to my problem which is...
My local newspaper uses "multi-ad" to do their layouts. I'm assuming this
is the right mailing list for this, but I'm not sure.
The problem is that when I send them (and when other business send them) pdf
documents, they routinely treat the whole thing as an image and as a result
the text is "halftoned" or "screened". I have tried to get them to fix this
problem, but they seem either not to be bothered by it or simply incapable
of solving it or both.
Not being familiar with either their production system or Multi-ad, I'm
hoping for a general troubleshooting outline that I can give them, or
perhaps even use to help them troubleshoot the problem. I know that they
use a typesetter with at least 2400 dpi and their news text is crisp, so my
text should be also. I'm guessing that "multi-ad" might have different
importing options and that they are importing it as an "image" rather than
postscript. It's possible that my pdf might have problems, but I don't have
problems with other newspapers and "screened text" is a problem on most of
the ads that they print - it ain't just me.
