PDF text is screened (halftoned)

What program are you using to create your pdf's?  Does it actually 
export as CMYK or does it go to RGB?  Does it embed the fonts?

It is possible they could be running it through Photoshop because of a 
color or font issue.  Someone at the other papers may know a better way 
of saving it then they do to avoid seeing the rastered text, or it may 
be a standard procedure to run all submitted files through Photoshop due 
to prior issues with fonts and colors (not that I agree with this 
procedure, but it could be).
