PDF text is screened (halftoned)

We run all submitted PDFs thru Asura to preflight them, and Asura turns them
into CMYK or grayscale eps files. We throw those eps files into Creator and
they're done with no problems. Usually the only time we resort to
rasterizing the pdf files in PhotoShop is if there is some issue with
4-color black type. And our first course of action is to get back to the
customer and let them to remake the file and resubmit it.
The problem we find more often is submitted PDF files that are really just
Photoshop PDF files. We still have a lot of customers and "agencies" that do
ad layout in PhotoShop. Or they just don't know how to correctly make a pdf
file and put their correctly made ad layout into PhotoShop to make the pdf
file. Sigh.
