PDF text is screened (halftoned)

Glad to know it's not just the "agencies" in my area that think an RGB 
.jpg file is camera ready artwork.  I follow similar procedure to you 
but have seen some newspapers in my area that just run all pdf's through 
photoshop and turn them into a tiff file.
