Well, you'd start by buying a book or finding a good online how-to.  
It's also helpful to look at other scripts and figure out how they  
work, and to read through the dictionary for the app you want to  
script, which you do by using the Open Dictionary menu item in Script  
Editor.

Your script will be a bit complicated because it involves counting all  
of the border files (ignoring non-border files like .DS_Store files)  
contained within all of the folders contained in Creator's Border  
Files folder, then iterating through those border files n at a time,  
where n is the number of borders you have on your page. It would  
replace all n borders on the page with the next n border files, then  
print.
