If the graphic is already contained in the box? No. But you can hold  
down the various scaling keys when you drag an element into a  
container with the containment tool. Double-click the containment tool  
to see what those keys are. And in 8.0 and later, you can assign those  
scaling options on any container by using the Container panel in the  
Element Info dialog. From then on, elements placed or dropped into  
that container will scale according to its setting, but you can still  
override it with the keys.
