Using Creator for Web and Animation?

I know we've had a similar conversation before about using Creator  
for web based ads, but was wondering what you all might use to create  
Flash style animations? Is buying a full copy of Adobe Flash Pro my  
best option, or are their other programs out there I should consider?  
I realize I could use Creator to make my frames for an animated GIF,  
or a JPEG if I just want a static ad. However, if I want a nice sharp  
picture of a house or a car for an ad with animation, GIF's limited  
color palette doesn't cut it. Someone told me that Multi-Ad had a  
program that can export to Shockwave files for putting Flash  
animations on the web. Are they mistaken? I haven't seen anything  
from Multi-Ad capable of Flash style animation.
