OT billing email ads

ugh...i kick myself for getting into the middle of this one...but being 
a key user for PBS (order entry front end) i was hoping to bridge the 
gap between the necessities of accounting vs. the reality of IT vs. the 
wants of sales...but i am hitting dead ends

so here goes..hopefully someone out thee uses PBS or can give me a rough 
idea on how to handle email ads

to simply state the issue...my people feel that internet ads don't exist 
in reality..they do not have a an actual physical size and its arbitrary 
according to what resolution the ad is being viewed...AND that the 
physical size of internet page is infinite...

accounting wants to set up new adtypes etc but is unable because ...well 
they are of the belief that ..again..its all arbitrary...they need an 
actual physical dimension to create a page size

there are whole host of other issues etc...but they want to be able to 
bill the client accurately..and they can't be accurate if they don't 
have concrete dimensions

i am lost
