Well, web resolution is 72 ppi (pixels per inch) so a leaderboard at  
728 pix by 90 pix would be roughly 10.11 inches by 1.25 inches. Now,  
bear in mind that if you actually tried to measure by holding a ruler  
up to the screen, it's almost impossible to measure accurately due to  
inconsistencies in monitor resolution from computer to computer. Now,  
keeping this in mind, there are screen ruler programs out there for  
both Mac & PC, which will allow you to measure ads, images, whatever,  
onscreen.

So, "your people" are right to a certain extent about the size being  
variable based on resolution, but if you stick to 72 dpi each time,  
you will have something to measure consistently against.
